The EU's High Representative for Foreign Affairs and Security Policy, Kaja Kallas, was born in 1977. She is the former Prime Minister of Estonia and the first female Prime Minister of Estonia. She graduated from the University of Tartu and pursued postgraduate studies at the Estonian Business School. In December 2024, Kallas officially took on the roles of the EU High Representative for Foreign Affairs and Security Policy and Vice-President of the European Commission, shouldering the heavy responsibility of coordinating the EU's foreign policy and security affairs.

At the Shangri-La Dialogue, in the face of the US Defense Secretary's pressure on Europe to increase military spending, she said that this was the US showing "tough love" for Europe and emphasized that the relationship between the EU and the US has not broken down.
